How to set an approval rule for create and edit family and emergency contacts?

Need to set approval WF for a creation or edit of family and emergency contact. Seems like validating current information on edit contact rule fails when creating a new contact from scratch.

We have a requirement to add an approval WF whenever employee creates a new contact, or edits any information form an already created family and emergency contact.

This is the rule for the creation of new family and emergency contacts that works fine:

there is no case where { Requestor's Role Details is a Requestor's Role Details AND ( Requestor's Role Details.roleName == "Nubank Pending Worker Custom" ) OR ( Requestor's Role Details.roleName == "Nubank Pending Worker Custom Job Br" ) OR ( Requestor's Role Details.roleName == "Nubank Pending Worker Custom Job Col" ) OR ( Requestor's Role Details.roleName == "Nubank Pending Worker Custom Job Mx" ) }
