Return Contribution - Alert to owner

Summary:

Hi All, we have a business need to alert the requester/owner of the requisition to get notified when the Return Contribution task is completed. Currently when Request Contribution is initiated, there is an alert to the assignee, however when the return contribution is completed, there is no alert.
