Service limit for remote peering connection

Summary:

When i try to create remote peering connection in oci console, it does not work with following message.

> The following service limits were exceeded: remote-peering-connection-count. Request a service limit increase from the service limits page in the console.

I'm using free tier account and I'm trying to peer my vcn with other tenancy from other region with dynamic routing gateway.

this document(https://docs.oracle.com/en-us/iaas/Content/General/Concepts/servicelimits.htm#network_limits) says the service limit of rpc attachment is 300*, then why do I have the service limit exceeded error?
