Wwhich role is needed to enable SSO from security console

Hi Experts,

Currently, we are in process of updating the SSO certificate for our production environment, but before that, we decided to test the same in our lower environment. I am seeing that in our lower environment SSO is disabled from the security console page. On the same page, I am not able to see an option to enable it back. Can anyone please suggest if there is any specific role or privilege needed for this?

please note user am trying with is an admin user and has an Application implementation consultant, Application implementation manager, and IT security Manager roles assigned to him.
