Invoice Hold - Allow Accounting

Does Allow Accounting option on Manage Invoice Holds and Releases enable only Online Accounting on Invoice?

Currently, when Create Accounting program runs it does not pick on-hold invoices. However, 'Allow Accounting' option is enabled on Manage Invoice Holds and Releases. Would like to understand if it is standard functionality that 'Allow Accounting' is only for online accounting done by user manually on an invoice?
