HR/Recruiter users is unable to see the approval pending on Job Requisitions

Summary:

After the 21D patch was applied to our production environment, none of our HR/Recruiter users are now unable to see anything in the Bell notifications about Job Requisitions. Therefore they are unable to see the pending approvals. Our Bell &email notifications for this workflow have also stopped working. I've opened a case with Oracle support. We (superusers) must view the pending transaction in the transaction console to determine this.
