Optimize PCMCS / Best Practices

Summary:

Can any one please guide me on the best practices for a PCMCS application and the ways to optimize PCMCS applicaiton.

Currently our application is slow in navigation and it takes 5 mins for (set of rules) to run for a entity.

I have attached here the ASO statistics and the App size.

Also, can any one guide how to reduce / optimize the Data Management junk / old files kept there?
