How can Offering Coordinator approve Offering request?

Summary:

We have an approval process setup on Offering level. When the Learner request access to an Offering, first the manager will approve and afterwards the Offering Coordinator (learning specialist that owns the Offering).

Content (required):

Using the transaction workflow for Learning Request, we are unable to identify the offering coordinator as approver. How can we make sure that the person managing the Offering is the one approving the request ?

PROPOSED FLOW:

1. Employee Requests

2. Manager Approves

3. Offering Coordinator Approves

Extra information:

We have tried using pending fulfillment status as manual activation by the Offering coordinator but this is no longer part of the approval flow. As a result, the employee will already receive a notification after manager has approved while this should be only after offering coordinator has activated. In addition, rejection/activation by offering coordinator does not trigger any notifications if using Pending Fulfillment status.
