Users unable to get values for FRS report

Summary:

Hello,

New FRS report was created and the report is in Shared folder. All other users are unable to get the values except the user who created the report. All other users are getting #MISSING. All the others user who are attempting to run the report has corresponding access to Data set. We did not enable any Segment Security.

Please advice.
