Cannot create reserved IP, it says limits were exceeded

Summary:

I have a free tier account. I have unassigned, terminated, and deleted all reserved IP's in all my compartments across all (availability) regions and now I cannot create new ones.

When I try to create a new Reserved Public IP, it gives me this error message:

The following service limits were exceeded: reserved-public-ip-count. Request a service limit increase from the service limits page in the console.

To verify that no IPs exist under my account, I ran these in CLI for each of my compartments and there was no output:
