Is there a way to add contacts of a person to candidate pool?

Summary:

It is always been said the person record is created and a person number is generated even for the emergency/family contact of a person in the system. Not sure how to access those person record stand alone without accessing the worker to whom the contacts are associated with. Similarly, how do we add those contacts to a candidate pool?
