Is it possible to restrict payables users from paying to certain suppliers?

Hi all,

We have a requirement from a new public customer that says they need to restrict their users from paying invoices in which their own social security number is displayed. Because it is a public company there can be public services the employee receives from the public company. Hence, they should not be able to make payments to themselves. So I´m looking for a solution where it is possible to restrict Payables users from paying to certain suppliers. Then we can say that this user can´t pay this supplier. Is this possible within standard or does anyone know another solution for
