Can the SLA rules override the check done for an CoA mapping account rule?

We have set up done all the setup so that particular SLA rules are applied for one of the accounting string segments, one rule for the segment in the Primary Ledger and on in the Secondary. When running Create Accounting in AP, the SLA rule is applied correctly only for the Primary Ledger, for the Secondary Ledger it ignores the SLA rule, picks up the invoice distribution account and looks for an account rule in the chart of accounts account rule mappings.

There is a rule for the Primary Ledger and also one for the Secondary Ledger - they are consistent. When we do Create Accounting in AP the rule for the Primary Ledger works as expected, and the segment is populated correctly, but it doesn't work for the Secondary Ledger.
