Pause Rule : Pause until All shipments are fulfilled

Summary:

We are trying to achieve Pause task for the scenario where orchestration will hold the shipped lines from Billing until the rest of the lines are shipped and bill all the shipment lines together. As per the implementation guide we have added the rule for pause which did not work in our case.

Test case details :

1. Create Order for 2 lines
2. Submit the order and verify the orchestration process
3. Ship one of the lines and verify the orchestration process if there is pause from moving to Awaiting Billing
4. Pause completed and line interfaced to billing

Attached screen capture of the configuration I did for Pause Rule. Not sure if this below set up only enough to achieve my requirement.
