How can we handle if employee have no manager consider as Top(CEO)

In ICP plan, we have configured the compensation base on line manager Hierarchy which has been working fine but the issue arise when the top manager submit the request and it goes in error.

How can we fix this condition if Top manager then it get auto approve.
