max-nlb-flexible-count shows usage 1 without existing network loadbalancer - Free Tier

In the limits dashboard it shows that I've one Network Load Balancer used while I have no Network Load Balancer created on the Oracle Cloud interface.

Hello,
I'm using a free tier Oracle Cloud.
I can't create a new Network Load balancer because I'm getting this error: "The following service limits were exceeded: max-nlb-flexible-count."
The issue is that I've no Network Load balancer created on my account, I can't see any on the web interface nor on the command line.
Is it possible to help me in order to fix the limits of my account?
