OCI Network load balancer - Limits 1/1 but none is displayed

Summary:

Hi community !

I recently went back to my side project of building a Terraform / Ansible stack to deploy on OCI, but Network load balancer tells me that I encountered Free tier limit.

I know the limit is 1 NLB, but I can't find any in my account, neither by UI nor CLI.

Has anyone already encountered that?
