Mass Legal Employer Change - Goal Plans and Goals

Why do some Goal Plans awaiting approval get copied across but some don't?

When completing the Mass Legal Employer Change process why do we get different results when employees have Goals that have not yet been approved. For one employee with a goal not approved in a previous Goals Plan year, the Goal Plan and all other review period data was copied across the tot he new legal employer however another employee, whose goals were not approved in the most recent Goal Plan, an error was returned and none of the Review Periods including Goals and performance data was copied across. None of the employees have multiple assignment, they both have the same
