I cannot create a block volume because it says I have reached limit

Summary:

When I tried to create a new block volume it says " You cannot create a volume because you have reached your limit. Upgrade to a paid account." . I have less than 10 block and boot volumes together. Also I have been paying for oracle cloud for each month for more than an year.

I have been using oracle instances and services for more than an year till now. I have paid all the invoices generated. But I'm wondering why it is saying "You cannot create a volume because you have reached your limit. Upgrade to a paid account." when I try to create a block volume? Till now I had only boot volumes and only one block volume. When I checked my limits quota and usage page, it says I have still 9999 counts of block volume available.
