Promotion Plan - Proposed Position - Need to populate only vacant positions

Summary:

Hi When promoting an employee in Compensation, Customer wants to populate only Vacant positions/Positions with headcount as Zero in Proposed Position field.

Is this possible to achieve this requirement.?

Or can we populate and validation, if any available incumbent is equal to headcount of the proposed position.?
