Pending Active status for ILT

Hello,

What does the Pending Active status mean for an ILT? I have a course that has a request approval built in and the learner registers for an offering. There are three learners who have pending active status but everyone else has not started.

Note: I have looked to see if the learner was registered for more than one offering.
