Share Folders without Rights to Add/Remove applicants - (view only folders)

Summary: Recruiters share folders with the Hiring Managers but the HM is not allowed to add/remove candidates from the folders.

Content (required): Our HMs in one group would like to see all applicants. Instead of giving them rights to move them in the req, we would like to use folders, but we do not want the HMs to be able to remove or add people to the folders.
