Intercompany. Cannot enter journal for Company Value that is NOT a BSV

Oracle Cloud ERP, GL 22D.

We are looking at setting up Intercompany with in a single LE / Ledger. Previously there were no BSV's assigned to the LE or Ledger. Now when we do a basic set up we have found that we cannot enter a journal for company segment values that are not set up as BSV's against the LE.

Is this expected?

1 Ledger and 1 LE

Company segment is the balancing segment and has about 100 values

We have set up and enabled intercompany in a basic form and assigned 2 company values to the LE as BSV's.

All works Ok for journals using those company segment values. However we are unable to enter a journal with any other Company value than the two that are BSV's. The LOV for company only shows those 2 values that are BSV's.
