Getting 403 when invoking POST to submit flow pattern

We are trying to submit flow using REST API to compile fast formula but are experiencing 403 error.

We are trying to submit a flow using details provided on https://docs.oracle.com/en/cloud/saas/human-resources/22a/farws/Administer_Flow_Patterns.html. Authentication is being done using Basic Auth, and user does have Payroll Administrator and Payroll Manager roles, but we are still getting 403 response back.
