How to default a value for a seeded LOV field

Hello Everyone

I have a requirement where the customer wants the Legislative Data Group field on Submit a flow page to be defaulted to a specific LDG name for Payroll Manager role. I have been trying with page composer and admin profile values but didn't get the desired output. Any leads will be highly appreciated .
