Although I follow up the action plan , Unable To Capture Attendee Information Using Meals Policy (Doc ID 2528733.1).

I am still not able To Capture Attendee Information Using Meals Policy.

Solution

Please create a entertainment policy to capture attendee information only (no rates defined)

Then navigate to create expense type - Policies tab

The first part is Expense Policy--meals policy

The second part is Attendees Policy which is a policy without Rate definition and contains Capture Attendee Information only.
