Setting up Multiple Requisition BU

Summary:

We initially had one Procurement BU and one Req BU. But needed to add an additional one. We created an additional Procurement BU and when attempting to configure the second Req BU, the LOV for "Default Deliver to Location" is empty. This is a required field and I am unsure as to why it is empty? Does anyone know what could be causing this? I can see the organizations listed under the first Req BU we created, but not this Req BU.
