Separate default assignment sets for each BU

Summary:

Our client has two different businesses. Both are using the same cloud application. There are many inventory organizations under each BU. Each one has their own referential data set. In Administrator profile values, we can define only one assignment set. But we have two different assignment sets for each BU. Since these two businesses are different, how do we define them?
