How long it takes for account to be fully provisioned?

Summary:

My account is not fully provisioned after 21 hours since valid registration

Content (required):

I talk to Chat and they can't find my account. I was advised to post here my problem.

My account appear Active in my dashboard

My home region is Frankfurt. I saw an incident in this region.

This problem is related with this incident? I created the account after the incident happen.

I can't create any VM instances. I put here some screenshots.
