RCOUNT("Worker"."Person ID" by "Learning Items"."Learning Item Number")

Summary: I am trying to fetch the latest status of a particular learning item number per employee. I have used RCOUNT and Max to fetch the data. When I filter with person number ( for example person number = 552) , the query fetches 41 rows which is correct ,but when I remove the filter person_number, the same employee 552 only fetches 14 records.


Any hints on how this can be fixed.
