PR is showing funds in partially reserved status at header after PO is cancelled

Summary:

User cancelled PO with "Cancel unfulfilled demand = NO" option, this action cancelled PO , and created reinstated line on PR, and user returned the PR to requestor.

Requestor is not able to edit or cancel the requisition, and funds status on the PR is showing as "Partially reserved" at header, and at line level the reinstated line status showing as "Cancelled" and fund status showing "Not reserved"

Now the question is

1) How to edit the PR

If not

2) can user raise new PR while the funds is showing reserved for old PR.
