How to make BIC mandatory in employee bank account info

Summary: Is there a method, other than API, to make the BIC mandatory for employees when they setup their banking information for countries that require the information?

Our foreign banking partners and our treasury system all require BIC but there does not seem to be a configurable option in Oracle to make the BIC mandatory by country.
