When going into "Act As Proxy Manager", I am not able to adjust the budget.

Summary: When I click into "Act as Proxy Manager" under the Compensation tab in Oracle HCM Fusion and click on "Manage Budgets", it says "No Data to Display."

When I click on "Adjust Budget", I am able to fill in fields but not select the budget pool (there is nothing in the dropdown menu).
