When I try to create a VM.Standard.A1.Flex instance, the message appears: "Insufficient capacity for the form VM.Standard.A1.Flex in the AD-1 availability domain. Create the instance in a different availability domain or try again later. If you specified a fault domain, try creating the instance without specifying a fault domain. If that doesn't work, try again later. Learn more about host capacity."

When I try to change the existing one, an error message appears: Out of host capacity.
