Automatic move condition based on Interview scheduled status.

Summary:

We need to move a candidate automatically from Shortlisted state to Interview scheduled State, whenever an interview is scheduled for the Candidate in shortlisted phase. we are trying to achieve it through below fast formula, but the output we are receiving is when a candidate is in prior to shortlisted phase and interview is scheduled then when move action is done to shortlisted they are automatically moving to Interview Scheduled phase but not when when they are already in shortlisted phase and interview is scheduled.

Is this the system functionality or any context missing from the below fast formula.
