ORC - Recruiter as Job Offer Approver

Summary:

Job Offers should go to Job Requisition Recruiter for Approval, but AoR and Approval Groups do not direct this correctly.

Has anyone come across this scenario and is there a simple way of setting up the Job Offer Approval Workflow being routed to the Recruiter?
