HR role to modify WCP after Manager

Is it possible for HRs to modify plan data after the managers no longer have access to the plan?

Hello experts,

I am working with a client who would like for their HRs to rectify their managers' inputs after the managers lose access to the plan.

Is it possible for the HRs to do that? Because if they use act as proxy it only works whilst the manager still has access to the plan?
