Sequence of chart of accounts segments - should the primary balancing segment be first?

Summary:

Does the primary balancing segment always have to be first? Should it be first? Are their any impacts on configuration, maintenance, usability, reporting, etc... if the non-balancing cost center segment is sequence #1 and the balancing segment company is sequence #2? Oracle Cloud general ledger.
