GDPR - Restrict Hiring Manager from downloading the candidate's CV

Hello everyone,
We are trying to understand if it is possible to restrict the Hiring Manager from downloading a candidate's CV. Our client would like to make this possible because they want to comply with the GDPR rules.
Currently, as you can see in the provided screenshot the Hiring Manager can download the resume by using either the View: Preview or the View: List option.
We would like to disable the download option in both cases.
Has anyone experienced the same issue before?
