Compensation Zones - State versus Large City within State 

Content (required):

Looking to see how the configuration is handled when one zone is set up as a whole state but then different for a large city within that state. Example would be Illinois as a Zone with one differential (with category of "state") but Chicago Metro area would be another zone based on all of those related "zip codes" as a category. Can you have two Zones for one state with different geographic associations? Note, I did read the whitepaper but it did not really address this. Thanks!
