TCC for User Accounts related

Summary:

We plan to delete user accounts in bulk.

One of the requirement before deleting is to reassign direct reports. We plan to use a dummy user as replacement. How to do this via TCC in bulk users of reassiging direct reports? Same thing of reassigning work items to a dummy user.
