How to create a URL for a PDF to be used in Invoice Import FBDI?

Summary:

I am looking to get an understanding of the best way to turn a PDF into a URL (beginning with HTTP) to be utilized in the Invoice Import FBDI upload.

Content (required):

I have been able to save PDFs in an HTML file, however, when I process the load, the link to the file does not yield any results. It loads the invoice information, but does not specifically link to the document. What is the best way to send a PDF, received via e-mail, to a URL to allow for utilization in the Invoice Import FBDI?
