We have Core HCM license, and are not licensed for Workforce Compensation. Can we configure and use Grade Step progression? As a more nuanced question:

1) Can we set up grade-steps and grade-ladders as part of Core HCM license

2) Also, as part of the Core HCM license, can we set up grade-step progression rules and run the programs 'Run Grade Step Progression', and 'Synchronize Grade Step Rates' (to make the progression automated)
