Suppliers are not receiving Remittance Advises

For some reason, none of our suppliers are receiving any Remittance Advises. The configuration on disbursements options, Payment process profiles, and supplier sites look good. The log file says, Warning: error returned from BIP delivery: EMail Delivery Status: Message has been successfully sent to all addresses., Code=0_. and not sure what that means.
