Audit Rule by Expense Template Not Routing for Audit

Summary:

A rule is configured in the task "Manage Expense Report Audit Rules by Expense Templates and Types" for a certain expense template. This rule is also committed to the business unit in the "Manage Expense Report Audit and Receipt Rule Assignments" task. When submitting expense reports for using that template, the report does not route for audit.

Content (required):

We have only two expense templates in use. Template 1 requires all reports be routed for audit, and Template 2 does not require any audit. I have configured a rule for Template 1 in numerous ways (filling out the rule line in multiple ways, and even listing each type for the template out) but no reports are being routed for approval. The rule is committed to the business unit.
