Is it possible to personalize Manage Chart of Accounts Value Sets page?

Summary:

I have noticed that, when trying to edit the Manage Chart of Accounts Value Sets page within a given Sandbox, the page components are not enabled for edition. Same behavior I have observed in other Setup pages. Is intended behavior that setup pages cannot be personalized or some configuration is missing?
