Compute instance: Cannot open access to console, the root account is locked

Summary:

Cannot open access to Cloud Shell, the root account is locked

Content (required):

My cloud Free Trial has expired, after starting compute instance I no longer can access this instance. It is not reachable from the public network also.

In cloud shell console I receive error as follows:

"Cannot open access to console, the root account is locked.
