Disable editing Goals(except Status and Comments) when assigned by Managers/HR

Summary:

If a manager/HR assigns a Goal, the employee cannot delete the goal but can edit Goal Name, Description and Success factors which should not be done. How to restrict employees not to edit these fields once submitted by line managers or later at the end of the year as managers might not remember what they have assigned earlier.

Content (required):

LM assigns Goals with clear expectation on the Goal. Later Manager changes/manager does not remember the success criteria assigned to the employee

Employees changes the Goal later and its success criteria, which reduces the effectiveness of the goal.
