Approval by previous manager for goal plan submitted by employee

Is there any way to allow previous manager to have accessed to the goals of the employees and approve the goals after employee update the goal plan?
Content (required):
Due to update of organisation structure, there is a change in the line manager, as a result, the employee's goal plan was tagged to to the new manager. However, there is a requirement to have the previous manager to access and approve the goal after employee updates the measurement result. Is there any way about it?
