Employee Unable to Edit Withholding Information

We have an employee who has been able to update their tax withholding information through self-service, but now is unable to edit their W4 information. This issue is only affecting a single user and payroll admins can make changes on their behalf.

Has anyone encountered this before? And if so, how did you correct it, so the employee can make changes through self-service again?
